§ 36-49. Industrial user charge system.

Industrial user charge system shall be based on a system of charges which will ensure that each recipient of waste treatment service will pay its proportionate share of the costs of operation and maintenance, including replacement. Each industrial user charge shall be based on measured proportional contribution to the total treatment works loading considering the factors of strength, volume, and delivery flow rate characteristics of the wastewater.
